福建石材协会民企吸纳之道：应对反倾销的创新策略

福建http://www.zongyi.com.cn/省石材http://www.stonebuy.com/协会成立于去年５月份，成立协会的直接动因，是当时我国石材http://www.stonebuy.com/业正遭遇欧盟提出的“反倾销案”。去年年初，欧洲天然石产业联合会对中国http://www.stonebuy.com的石材http://www.stonebuy.com/企业http://www.stonebuy.com/enterprise/提起诉讼，如果欧方胜诉，将大幅度提高我国对欧盟诸国出口http://en.stonebuy.com/石材http://www.stonebuy.com/的税额，其后果不仅是经济上受损失，而且意味着我国在欧洲的石材http://www.stonebuy.com/市场http://www.stonebuy.com/enterprise/FuJian/QuanZhouShi.html将丧失殆尽。这是我国石材http://www.stonebuy.com/行业遭遇的第一起反倾销案，也是我国建材行业标额最大的一起国际诉讼。

 这一反倾销案涉及全国２７家石材http://www.stonebuy.com/企业http://www.stonebuy.com/enterprise/，其中２／３来自福建http://www.zongyi.com.cn/省，凑巧的是，福建http://www.zongyi.com.cn/石材http://www.stonebuy.com/的年出口http://en.stonebuy.com/量大约在６亿美元左右，在全国也占２／３的份额。

国家有关部门进行协调时，聚首北京且头一次面对“国际官司”的福建http://www.zongyi.com.cn/石材http://www.stonebuy.com/企业http://www.stonebuy.com/enterprise/强烈感到有必要抱成一团，于是在北京联名发起成立福建http://www.zongyi.com.cn/省石材http://www.stonebuy.com/协会。

    沉重的压力和紧迫感赋予了这家协会新的特色，一是成为石材http://www.stonebuy.com/企业http://www.stonebuy.com/enterprise/自己的“家”，协会的首批会员单位１５０个，会长、副会长全部由企业http://www.stonebuy.com/enterprise/家担任，在领导层面上消减“官方”色彩；二是根据福建http://www.zongyi.com.cn/石材http://www.stonebuy.com/行业的特点，确定了把吸纳民营企业http://www.stonebuy.com/enterprise/、提升行业素质以应对“入世”的需求和促进海峡两岸同业的交流作为工作的重心，民营企业http://www.stonebuy.com/enterprise/在协会中占８０％以上；三是自成形于“娘胎”起就投入为企业http://www.stonebuy.com/enterprise/办实事的紧张忙碌中——义不容辞地肩负起协调有关企业http://www.stonebuy.com/enterprise/应诉“反倾销”的重任。这次应诉，以２００多万元人民币的诉讼费用为代价，取得了欧盟方撤诉的胜利，保住了我国石材http://www.stonebuy.com/行业在欧盟的市场http://www.stonebuy.com/enterprise/FuJian/QuanZhouShi.html。

  首战告捷，使协会的号召力和凝聚力大增，协会一鼓作气，发挥其在政府、市场http://www.stonebuy.com/enterprise/FuJian/QuanZhouShi.html与企业http://www.stonebuy.com/enterprise/间穿针引线的桥梁作用，首先是推动海峡两岸石材http://www.stonebuy.com/业的优势互补，与台湾石材http://www.stonebuy.com/同仁磋商，促成了两岸石材http://www.stonebuy.com/业的多次互访、合作和投资；结合宣传贯彻天然石材http://www.stonebuy.com/１３项国家与行业标准，先后举办６期石材http://www.stonebuy.com/抽检人员的培训班，全省２０２个企业http://www.stonebuy.com/enterprise/２７５人参加了培训并由国家石材http://www.stonebuy.com/质检中心颁发证书，切实解决了石材http://www.stonebuy.com/质检员无证上岗的老问题；协助福建http://www.zongyi.com.cn/著名的石材http://www.stonebuy.com/产地南安http://www.shicai.com.cn/市与惠安县成功举办了两届全国石材http://www.stonebuy.com/博览会和国际石雕博览会，并协助当地政府向国家有关部门申报，２００１年闽南建材第一市场http://www.stonebuy.com/enterprise/FuJian/QuanZhouShi.html获“中国http://www.stonebuy.com石材http://www.stonebuy.com/城”命名并被评为“全国十大建材市场http://www.stonebuy.com/enterprise/FuJian/QuanZhouShi.html”，惠安县石雕厂被授予“中国http://www.stonebuy.com石雕工艺城”称号。

    在最近召开的一届二次理事会上，福建http://www.zongyi.com.cn/省石材http://www.stonebuy.com/协会喜气洋洋地吸纳了一批新会员，在部署下一个年度的工作时表示，他们将着重在提高行业整体素质，引导企业http://www.stonebuy.com/enterprise/面对国际市场http://www.stonebuy.com/enterprise/FuJian/QuanZhouShi.html，建立培训基地和深加工基地，宣贯国家和行业标准，加强闽台合作以及在矿山规划、环境治理上发挥更大的作用。
